Put lost leading zeros back

Postcodes and phone numbers that lost their leading 0 in Excel, put right in one go, with hyphens if you like.

For Excel, saving as xlsx keeps the zeros best. For a CSV Excel will open, turn on "Keep zeros" (values become ="0123").
